Measures of state support of development of regions of the North Caucasus has not yet reached the desired effect. In the macroregion there has been no significant improvement in the investment climate, said the auditor chamber of Russia Svetlana Orlova on Tuesday, October 22. She highlighted the continued tensions in the labour market.
For 2017-2018 was able to realize only 9 of the 27 planned investment projects, which led to the creation of only 577 of the jobs, said the Agency. The chamber said the current mechanism for the implementation of investment projects «complex, opaque and fraught with corruption risks». The money allocated by the getting joint-stock companies of the subjects of the North Caucasus and the Federal authorities are not empowered to participate in the management of these societies.
During this period the implementation of the state program of socio-economic development of the macroregion was sent to 8.8 billion rubles, including 5.5 billion from the Federal budget. In 2019, the authorities sent for state support another 2.4 billion in Federal funds.
The conclusions of the accounting chamber supported by the first Deputy Finance Minister Leonid Gornin. However, he focused on increasing the level of strategic planning. «In the strategic documents, — he said — should be a linkage with economic specialization of the territory and national goals», — he said.
Leonid Gornin also stressed that «to date, it remains an open question of efficiency in the use of public funds and the control over the process of their use to the final recipient, and the efficiency and transparency of activity of institutes of development of subjects of the Russian Federation».
The Ministry of the North Caucasus (Minkowksi) promises to take into account all the observations and recommendations of the accounting chamber in the further work. «We agree with the conclusion that currently, investment projects in which the invested funds of the state program is not running in full, — said the Minister for North Caucasus Affairs Sergey Chebotarev. But the reason is not in efficient use of funds, and delay their implementation, affected by many factors, which in the first years of implementation of the mechanism not fully been evaluated.
