Measures of state support of development of regions of the North Caucasus has not yet reached the desired effect. In the macroregion there has been no significant improvement in the investment climate, said the auditor chamber of Russia Svetlana Orlova on Tuesday, October 22. She highlighted the continued tensions in the labour market.

For 2017-2018 was able to realize only 9 of the 27 planned investment projects, which led to the creation of only 577 of the jobs, said the Agency. In addition, the development strategy of the North Caucasus was developed in 2010 and since then has not been updated in, said the auditor. Its findings are published on the website of the chamber.

The chamber said the current mechanism for the implementation of investment projects «complex, opaque and fraught with corruption risks». The money allocated by the getting joint-stock companies of the subjects of the North Caucasus and the Federal authorities are not empowered to participate in the management of these societies.

During this period the implementation of the state program of socio-economic development of the macroregion was sent to 8.8 billion rubles, including 5.5 billion from the Federal budget. Thus in 2017, has managed to attract only 22 percent of planned extra-budgetary investment, and a year later — 36 percent. In 2019, the authorities sent for state support another 2.4 billion in Federal funds.

The conclusions of the accounting chamber supported by the first Deputy Finance Minister Leonid Gornin. However, he focused on increasing the level of strategic planning. «In the strategic documents, — he said — should be a linkage with economic specialization of the territory and national goals», — he said.

Leonid Gornin also stressed that «to date, it remains an open question of efficiency in the use of public funds and the control over the process of their use to the final recipient, and the efficiency and transparency of activity of institutes of development of subjects of the Russian Federation».

The Ministry of the North Caucasus (Minkowksi) promises to take into account all the observations and recommendations of the accounting chamber in the further work. «We agree with the conclusion that currently, investment projects in which the invested funds of the state program is not running in full, — said the Minister for North Caucasus Affairs Sergey Chebotarev. But the reason is not in efficient use of funds, and delay their implementation, affected by many factors, which in the first years of implementation of the mechanism not fully been evaluated. But I want to emphasize that the experience of implementing such a mechanism in Russia yet, and we are accumulating already in the process of implementation.»

Note that the North Caucasus republics of Chechnya and Dagestan are the five most subsidized regions. There also are the Yakutia, Kamchatka and the Altai region. They account for 30.8 per cent of all the grants and subsidies grew more than eight years.

Additional reasons for the grants regions in 2019, sanctions USA, which may decrease tax revenues in the budgets, and the may decree of President Vladimir Putin. All national projects from the decree will cost 14 trillion rubles for six years, said first Vice Prime Minister — Minister of Finance Anton Siluanov on 2 October during the meeting of Putin with government members.

However, the Federal budget are not only on the execution of the may decrees of the President, in any case in Chechnya. In June it was reported that the cleaning of the Park the head of the Republic Ramzan Kadyrov cost Russian taxpayers at 33.9 million. Kadyrov himself at the beginning of the year, said that in Chechnya, improving socio-economic situation and Prime Minister Dmitry Medvedev, in response, noted that the country becomes self-sufficient.

While the Chechen budget is 80% of the revenues of the Federal budget. And Ramzan Kadyrov complained that Chechnya receives too little money, otherwise it would have «bloomed and blossomed».

Kadyrov also believes that «money rain» is shed in Chechnya not under any obligation to develop the country’s economy and social institutions, just as God’s grace. In 2011, he claimed that the money Chechnya «Allah gives».
