«Our goal is to remove barriers»: the head of the FCS of Russia Vladimir Bulavin on trade relations with China and cooperation with Aaskereia link

By the end of 2018, a third of Russia’s trade turnover fell on the Asia-Pacific region. A further increase in trade possible through reduction of barriers and simplification of customs procedures on the borders. This was stated by the head of the Federal customs service of Russia Vladimir Bulavin in an exclusive interview with RT on the sidelines of the WEF-2019.

— Vladimir Ivanovich, traditionally the most discussed issues on the sidelines of the WEF in some way connected with relations of Russia and Asia in the field of trade. What proportion of today Asia Pacific countries in Russia’s trade? Anyone in the region can be called the most active trading partner of our country?
For 2018, the volume of trade of Russia with the countries of the Asia-Pacific region amounted to $230 billion Is one third of our turnover. This $108 billion was contributed by China. Thus, we can safely say that China is our main trade partner in the region.
This fact is the main reason that we are increasing contacts with China and the customs administration of the country. I want to note that relationships with colleagues from the Asian Republic we are building on a planned systematic basis. Our main goal is to remove barriers for the movement of goods across state borders.
— At the moment the Federal customs service doing?
On this direction, we conducted several experiments. Particularly successful was the experience for the mutual recognition of customs control results. Its essence lies in the fact that now the goods cleared at the customs only once when sending. And the party receiving the goods, takes (on a confidential basis. — RT), the results of this control.

We also quite successfully in automatic mode are exchanged with the Chinese side pictures of vehicle inspection stations (images show the contents of a transport or cargo when passing through an x-ray. — RT).
This year held a meeting at the level of heads of customs services of China and Russia. According to its results, have signed a road map and action plan on mutual recognition of authorized economic operators (legal persons who enjoy the confidence of the customs authorities and undergo inspection by a simplified system. — RT). I think this is a major breakthrough in our relationship.
Also we are now actively working regular receipt of reliable information about the customs value of goods transported.
— What other countries except China, customs relations are developing in a similar way?
— Such contacts with many customs administrations of the countries of the Asia-Pacific region. In eight countries of the region already have their own customs representatives. Now we are working to organize its presence in Uzbekistan and Mongolia.
I note that the most effective cooperation is with Japan and its customs administration. We agreed to share information about the participants of foreign economic activity. These data are necessary in the organization of the risk management system (measures to control possible violations. — RT).
Traveling to WEF, we were in Mongolia. We have good contacts with our Mongolian colleagues, have signed a number of agreements, including a strategic action plan for the years 2020-2024. The agreement provides for cooperation in information, law enforcement areas and also in the field of customs clearance.
— According to the FCS, in 2018, the second largest trade partner of Russia in Asia was South Korea. What measures does the Federal customs service to strengthen cooperation with Korean colleagues?
— This year we are with them, too, signed the action plan for the recognition of authorized economic operators. That is, the customs cooperation has been developing quite actively and with the use of digital technologies. I believe that after some time we move from bilateral to multilateral contacts in the framework of the entire Asia-Pacific region. This will provide a fairly quick moving goods from one country to another on transit corridors through the territory of third States.
I would also like to discuss with you the issue of transportation of foreign goods through the territory of Russia to other countries. What is the role of the Federal customs service in the promotion of transit potential of Russia and the EAEC?
— This year we completely switched to electronic transit Declaration (document required for the transportation of goods across the territory of third countries. — RT). Enough successfully launched projects for automatic registration and issue of electronic declarations.

In addition, in this direction, we have a number of multilateral experiments. As example, our experience in the promotion of goods from Finland to China via Russia and Kazakhstan. The experiment proved successful, and is now preparing to sign an intergovernmental agreement. In all four countries is the procedure for the approval of this agreement at the national level.
— What is the role of the FCS of Russia in the development of transport corridors «Primorye-1 and Primorye-2»? How effective are the measures?
— We are actively working on speeding up customs procedures on these transport corridors. Suffice it to say that the time of customs clearance at railway stations is slightly more than 40 minutes. And the main focus of customs clearance and control in border crossing points moved to sea ports. This will give a substantial overall impact on the movement of goods from the North-Eastern provinces of China in South through our seaports.
— Acquitted themselves whether introduced on the territory of the Far East special customs — free port of Vladivostok and the territory of advancing socio-economic development?
For this you first need to look at the economic indicators of the Far East, but we believe justified. Although from the business point of view the potential of those advantages, which are in the far East, has not been exhausted.
Of course, significant advantages involves the free customs zone regime. We looked carefully how to use this mode. In the new customs code of the EAEU was made necessary changes. Now changing legislative framework at the national level. This is necessary in order to make the existing regime more accessible, flexible and attractive for the far Eastern business.
