Russian banks rehabilitated more than 15 thousand clients got blacklisted because of allegations of breaches of the AML / CFT legislation, said the head of consumer protection and ensuring financial inclusion, the Central Bank of the Russian Federation Mikhail Mamuta at the meeting with the business Association «Business Russia». His words leads TASS.
«At the end of the year with little work (the rehabilitation process started in the spring of 2018. — Approx. TASS), the picture is the following: more than 15 thousand rehabilitation carried out on the first level. This means that banks themselves have rehabilitated their customers. To the [interagency] Commission flew a much smaller number of complaints. That is, the mechanism of rehabilitation works,» said Mamut.
According to him, during the proceedings before the Commission, the Central Bank «about 45% of the [decisions are made] in favor of business, 55% — in favor of banks». That is, even if the Bank refused to the client in rehabilitation, the client can still make exceptions from the blacklist, said Mamut.
The Central Bank started to generate lists of bad banking clients who were previously denied service because of suspicions in violation of the AML / CFT legislation, in 2017. The number got blacklisted clients, the Central Bank does not disclose.
Because of rising complaints about unjustified blocking in the spring of 2018 was launched, the procedure of rehabilitation.
According to estimates by the regulator, in 2018, the amount of «cashing» has decreased in 1,8 times, the withdrawal of money abroad decreased by 20%.
